May 03, 2018 - The City of Casey is toasting the success of what could be one of Australia’s most ambitious local government ICT projects, ever.
The local authority has completed ICT transformations across all of its 70 council sites, encompassing a new high-speed fibre network with wireless, VoIP and audio-visual integration, plus security and identity management, and a data platform running over private and public clouds.
Located in Melbourne’s fast-growing south-eastern suburbs, the City of Casey engaged systems integrator Thomas Duryea Logicalis (TDL) to manage the project – which also included deploying Office 365, Citrix applications and virtual desktops.
The result, according to the council’s manager of IT, Len Gemelli, is “a world-class, first of its kind solution for local government”.
The council required the new infrastructure platform to be scalable and flexible, and to reduce ongoing IT expenditure and upfront costs. It wanted the ambitious project to be completed on budget – which TDL proudly achieved.
The project wasn’t only about cost savings, however. “It was about the pay-back over time of retaining staff, attracting new staff, empowering staff to do their jobs successfully and instilling a new customer-centric culture within council,” according to TDL.
To this end, the new platform and applications support activity-based working across all 70 council sites, providing “a working environment with premium technologies and communications to empower staff to excel in their fields of expertise”.
According to Gemelli, the technology transformation was designed to complement the council’s organisational transformation.
In other quantifiable measures of success, the project has resulted in reduction in the use of paper, inter-office travel and in onboarding costs, an increase in first call IT resolutions, and improved service delivery to the general public, according to TDL.
The project entailed TDL managing more than 12 vendors at a time, as well as numerous council stakeholders. It did so using its ‘Design2Deploy’ delivery methodology, which TDL has been successfully using for multi-practice engagements “for a number of years now”.
“The Design2Deploy framework is a three-phase end-to-end engagement framework based on three ‘gates’ – planning, procuring, building and running. These steps allow us to help customers manage such a complex transformation program from inception to service handover,” TDL explained.
During the planning stage, TDL ran a series of workshops and consultations with various stakeholders to fully understand the council’s scope of work and requirements.
“From these workshops, TDL was able to design and build the platform architecture for the core network infrastructure, wireless network, public and private cloud services and extending all services across all 70 sites via a single network backbone,” TDL says.
“Building the identity and security management system was particularly complex to ensure user access to data across the network was fully protected across all technology layers. Secure, real-time single sign-on to all SaaS applications enabled high availability.
“The private cloud was purpose-built for disaster recovery and business continuity, ensuring full redundancy and backup for the council’s network platform. TDL successfully migrated data services of over 200 applications using a ‘factory migration approach’.”
